Monit fails to start all services if one cannot initialize

Repeating the same issue as the other has been closed (#251)

As stated in the issue, I tested 5.14-p2 per #226 and it did not resolve the issue.

If you tried 5.14-p2 and it didn't solved the problem, i'll reopen the original issue ... please send the following data:

1. monit log
2. monit configuration
3. run monit in debug mode and provide full output: monit -vI
4. monit strace for your system running 5.14-p2 as described in the issue #226
