revert the Marq* and/or trainer cap

When vinnie first introduced these measures i felt they were kind of good as it prevented active people from griefing the slacker people to marq. However the two measures to fix this i feel like they are a bit overkill when combined i would suggest this instead:

1) No marq* rank but still 300k trainer cap, this means that you can rebuild to pvp if you want to put in the effort to slowly do a pvp rebuild at marq and hit everyone. If you are willing to put in the days required to rebuild then you should be rewarded for your efforts

2) A marq rank but no trainer cap. Meaning you can rebuild before the marq rank but chances are it might be a naff rebuild. If this were to be the case might as well reduce the marq* rank to 100k so if you really wanted to rebuild before this rank your heros are going to be shit due to the sheer amount of trainer you'll need. Again lots of effort required so deserves some kind of reward in being able to help your country with marq pvp

    the marq* and trainer cap, combined with the rule of "no dismissing between ranks" actually encouraged high rank pvping due to the fact that, if you are doing it right, you can now rank with a pvp army instead of rushing to marq using champs then rebuilding like nothing happened.

    so, in short, if you wanna rank, use ranking units. if you wanna pvp, rank with pvp units.

    this is very similar to issue #51 that I started, involving XP rank and wages, as Nuvelle has ideas for an entire new wage and expanded rank system.

    If you want to revert and/or change the Marq/Marq issue; I suggest finding a point much lower on the XP than 120,000. If your hero has only 10 trainer, then going from 45,000 to 120,000 is essentially 750,000 trainer XP that is "wasted" since a lot of players likely have maxed trainer once they reach Marq. I think somewhere in the 75,000 ish range would be a better point to set the Marquess promotion XP. It still gives players a chance to decide to rebuild if they choose to, while keep them from pvping the newly promoted marqs.
