to implements Minguo calendar, LC_TIME ERA is needed, but lacks.

note that NetBSD-current uses newly created localedata made from CLDR. but they are completely broken because they don't know I18N's ABC.

bug example:

• keyword abday means abbreviated day , so 星期五 's abbreviated name is 五. but they are using 周五, it's not abbreviated but alternative script.
• keyword abmon (abbreviated month) and mon are identical, 1月. abmon should be 1
