Takehiko NOZAKI repo owner created an issue 2014-07-25

Taiwan and Hong Kong uses same Chinese and Big5 encoding. so reduce cost, zh_TW.Big5 and zh_HK.Big5hkscs are generated from same definition.

but Taiwan uses Minguo calendar but Hong Kong is not. to implement ERA it should be separated.
