Pre-OS packages folder isn't cleared when removing only

When all items are removed from “install during workflow”, and nothing is left in it or added to it, the folder is not purged and old links to pre-os install packages are left there. Consequently the workflow runs those installs during the workflow (before reboot).

This behavior also includes when a workflow resource is first saved as “after macOS installation” and then later resaved as “when running workflow”. Similarly this scenario will result in the resource being present in both the “Packages” folder and the “PreOS-Packages” folder when resaved. The bug is that in both cases the package is not removed from the first folder when the workflow is resaved.
