Create macOS Installer problem with Create button

In Tools > Create macOS Installer:

The Create button remains inactive sometimes even if the click to unlock icon shows as unlocked. This requires clicking it again to lock and then unlock in order to make the Create button active.

To replicate this scenario: click unlock on this panel, then click on some other panel, then click back on Create macOS Installer.
