MunkiAdmin is disabled in Tools menu

On a fresh machine with a Munki repo created by MDS but without MunkiAdmin installed, the Tools menu shows MunkAdmin as disabled and does not prompt the user to install it when clicked.

The “Open MunkiAdmin” in the Tools menu is also grayed-out in MDS 3.0, even though MunkiAdmin.app is installed.

Issue still exists in 30098. Appears to be that MunkiAdmin can be selected from Tools menu when on other panels, but not when on Munki panel. Perhaps should this be refactored to be a button on Munki panel instead of a menu item? This could help with discovery.
