Web service shows error when choosing protected location as folder path

When adding a new item in Web Service if the user selects a location in Downloads, the service item will save normally but when visiting the service url in a browser a message is shown saying “Forbidden: You don’t have permission to access this resource.”

Changing the folder location to instead be a folder in the user home directory will make the web service url function normally.

Should MDS restrict choices for folder path or can support for protected folder locations be resolved?
