Marking multiple workflows as active/inactive does not respond as expected

When selecting all workflows with command-A and pressing the spacebar, workflow active status no longer gets toggled as it did before. When selecting one workflow and pressing spacebar, the active status does get toggled, but the first workflow active status also gets toggled even when it is not selected. Selecting all workflows with command-A but then unselecting the first workflow and pressing spacebar will toggle all active status, but will include the first workflow when not selected.
