User home directory folders are not created until login

The package installer that creates user accounts does not run createhomedir -c after user creation. If you have a script that references a folder in the user account that runs before the user logs in it can result in incomplete home directory folder structure.

it does it now, but after the user scripts are run. I moved it so that it runs before user scripts. should be in build 40078 or later.
