Super users cannot see all users when creating relationships

Super users are not able to see everyone in the dropdown list when creating relationships.

Browser: Chrome Version 73.0.3683.75 (Official Build) (64-bit)

    The root cause here is that users are being returned in sets of 100 and only the first set is being returned. So users that fall in the 2nd, 3rd, 4th, etc.. do not show up. You can also run into this issue if your organization has more than 100 users.
