New plugins by Luc-Hermitte (compil-hints, lh-cmake, dirdiff-svn)

Hello,

I have a few plugins to add to the list. But I'm not sure I got the files and the syntax right (now local_vimrc has migrated from "isolated file in a svn repo" to its own git repo).

I 've attached a patch file. I can have a look at how pull requests are done if the changes are correct.

URLs like git://github.com:user/repo are invalid: colon can be used for ssh URLs, but not for git: ones.
