Editing can occur when rotating/moving camera.

Cubiquity on checks if the left mouse button is pressed, but this can result in editiong when just rotating the cameraround a point. It should also check that no modifiers are pressed.

"While painting/smoothing/texturing and pressing ALT to rotate the camera, left click still modifies the terrain. It should probably stop painting if ALT is pressed, or camera manipulation is otherwise engaged."

Furthermore, selecting the pan tool should deselect any Cubiquity editing tools (see standard terrain behaviour).
