"A towering presence" Achievement not being unlocked.

When taking over The Construct, which causes all billboard technologies to be unlocked, the A towering presence achievement is not achieved. All the billboard technologies are shown unlocked in the tech and are able to be used.

Similarly, when having this and all other techs unlocked, you don't get the Nice one. Cheers! achievement.
