Have Spaces decide the visibility of their Entries

Hi,

this was already mentioned in #37, and i was asked to provide another issue for it, so here it goes:

Currently you can make a glossary per space, and for every space you can configure from which other spaces the terms should be displayed via administrative options. While this is a nice feature to have, it is also a little bit hard on administration. Often, projects want to use their own, private glossary in their own space, without having to resort to go over all other spaces and reconfigure them.

I have two ideas how that could be accomplished:

1. Make an administrative option similar to the existing one, where you can decide whether this space's terms should be displayed locally (only highlighted in this space) or globally.

2. Make each individual term configurable for its visibility:

   1. either a new option on metadata (Visibility: Local / Global)
   2. or attach it to the existing term management workflow, so only approved terms will be seen globally.
