Remove duplicated information in vertical plots.

Currently, the vertical plots have a title above the plot and some info string at the top of the plot. A lot of the plot information is displayed twice. e.g.

PV (PVU) (northern hemisphere)

Valid: Mi 2012-09-12 00:00 UTC (step 0 hrs from Mi 2012-09-12 00:00 UTC)

and

PV (PVU) [300..150 hPa]

Valid: Mi 2012-09-12 00:00 UTC (step 0 hrs from Mi 2012-09-12 00:00 UTC)

I would suggest to leave out the panel within the contour plot. If there would be additional
important information in this panel, it should be added to the figure title.

    I think so. On which server does the version 1.3.3 run?

    server code between 1.3.2 and 1.3.3 is identical, no change.

    Anyway because it is a feature, not software bug, we can solve it for 1.4

    I placed a pull request removing the secondary title box within the VSEC plot. The difference is that the title is provided by the user interface while the box is provided by the server. However, it is inconsistent as horizontal plots do not have a similar box and it is eventually redundant.
