mscolab configuration

Currently the conf.py of mscolab have to be added to the library path of mscolab.

We should change this in a similar way as it is handled by mss_wms_settings

e.g. naming mscolab_settings

This enables that there is no need for a single user to change a configuration, but that it can be done by having a new mscolab_settings.py in the search path.

Further ideas are welcome
