WMS control ignores preconfigured WMS servers from config file

In the current version it seems that the config file $HOME/.config/mss/mss_settings.json is not read in correctly.

At least the information on WMS URLs in the file is not displayed at all (as is used to be) in the top view panel

    Quick debugging showed that PR #714 and commit

    8f3a20ac2d50451a33ee6d70eeb31d5b9c9a2472

    is responsible for this. The list is not filled by the json-config anymore, but it somehow saves used URLs for later? This is in principle useful, but not if it breaks the addition of a dozen of URLs by config file.

    Using the configuration to disseminate the multiple servers is a key feature.

    we should have a test for that, this gets too complex

    I agreed to do that caching without thinking on the order of options.

    I can provide a fix, but am rather limited in my time.

    Very easy would be reverting the behaviour to old one.

    But MSCO should also have an option for the server in the config to be usable.

    I could provide something within the next 24h I think.
