meta needs more version pinnings, or fix on default package qt-5.6.0 for windows

The latest build 1.2.4 is useable currently as linux version from channel atmo and all others from conda-forge

While building the windows version for the channel atmo I recognized that currently with default environment qt-5.6.0 becomes installed while with conda-forge environment we still get qt-4.8.7

qt-5.6.0 seems to work with linux while it currently seems to be not complete for windows, missing DLL

from PyQT4 import QTCore, QtGui gives on windows an import error DLL load failed

This is the reason for atmo having not a 1.2.4 windows build
