`from sqlalchemy.ext.declarative import as_declarative` fails in 0.9.9

Hi, Looks like sqlalchemy.ext.declarative.__init__.py no longer imports as_declarative in 0.9.9. Not a major problem for us, but seems likely to be a typo in the release, rather than an intentional change?
