broadcast.go: rudimentary control of vidforward service

With vidforward soon to provide a rest API for control (instead of a variables based control system), vidgrind will need to develop functionality for handling this when performing actions for broadcast setup etc.

It’s proposed that we first implement manual control of the API to vidforward through the current broadcast UI. This would be a useful first step, particularly for the testing/prototyping phase.

In addition to the aforementioned changes, it would be useful to add a “health check” checkbox to toggle health checking; this checking and its automated issue resolution often interferes with testing that employs the vidgrind broadcast functionality.
