Limit top alert box to profile filed

As with issue #12 we would like an additional option to limit who sees BCU > Header "top alert box", this is the sitewide message that appears above the header.

We need the ability to add the name of the profile (or custom profile) field and a delimited list of values, eg:

person_type = "staff, external examiner"

If the fields are left empty then the message displays to everyone as it does now.

I won't be able to do a delimited list of values. It will need to be one value.

Could you clarify if you want to delimit the alert to users or roles.

Probably would need more than one alert.

Yes I will be adding a second alert and adding a limit to profile fields allowing you to target different messages to "staff" and "student".
