Disabling Alerts hides "Logged In As"

Turning off theme_adaptable | enablealerts also hides the "logged in as" feature of the theme which it shouldnt.

This is a particular problem as the default for this setting is "no" / disabled.

The Logged In As feature is nothing to do with alert messages, I believe this issue was introduced when we starting using another function to render bootstrap alerts which was already tied to the setting above.

Fix #647 and #805. Logged in as now ignores status of enable alerts on or off. Also logged in as alert is now non-dismissable by removing x icon.
