User Tours Issue 3.2

The following css causes an issue with user tours in 3.2

Does this issue relationship with #816 ?

We can't replicate any issue with modal windows.

Maybe. However we were able to replicate this issue with a user tour where some dialog boxes appear off screen when focusing on elements in the top header.
