The tests for GPS factor are not being run even when geographic lib is installed. Possibly something is wrong in the CMakeLists.

What is your GTSAM_INSTALL_GEOGRAPHICLIB CMake option set to? Intended behavior:

• ON: Build GeographicLib included with GTSAM, and build all tests
• OFF: Try to find installed GeographicLib, and turn off tests if not found

And how did your existing GeographicLib installation come to be? Installed manually (Synaptic, etc.), or from a previous GTSAM install where GTSAM_INSTALL_GEOGRAPHICLIB was turned on?

I think the tests should run if GeographicLib is installed OR present (installed by user)
