SDL packages filter does not catch files in sub-folders

The SDLPPX and SDLRPX filters do not detect SDLXLIFF files that are in sub-folder under the language root.

This is due to the way the filter configuration is associated to a path pattern. for example the pattern will be “es-ES/*.sdlxliff” but the package will have files under “es-ES/dir1/file.sdlxliff” or “es-ES/dir1/dir2/file.sdlxliff”. Those are not detected and skipped over.
