Missing codes not detected

When running the InlineCode Checker, if the type of a code is set to an empty string (which is the case sometimes in SDLXLIFF files), the code gets removed when stripping out noise codes and such missing codes are not detected.

Fixed issue
#920: now we make sure codes with empty type are not stripped as ignorable codes in the inline checker.→ <<cset b0b27342bce7>>
