OpenXML Filter: remove redundant BIDI properties clarification for DOCX documents with RTL target langauge

Currently, all BIDI related properties are specified twice: in the scope of the styles part and as direct formatting. The latter was introduced first and thus became redundant after the styles part was considered for the modification (for more information please refer to issue #899).

This is presumably related to pPr, rPr and tblPr content only.

Note: PPTX documents should probably be handled the old way. If in doubts, please consult with the results of the issue #927 solution.

@Manuel Souto Pico , I think the scope of this issue is to remove extra handling of BIDI properties on different levels of the styles hierarchy and not to cope with any defects found.
