slepcconf.h leaves SLEPC_DIR set to builddir after installation

slepcconf.h contains a definition of SLEPC_DIR which is set by configure.py to the value of slepc.dir used at configure time. If I read config/packages/slepc.py correctly, slepc.dir at that point needs to be the build dir.

But slepcconf.h is also included in the installation, and its value of SLEPC_DIR is not updated. This means in the installation, slepcconf.h sets SLEPC_DIR to the builddir rather than the installdir.

It looks like the value of SLEPC_DIR in slepcconf.h should be reset at install time.
