Improve inconsistent warning [HPR:2021]

Since this is common occurance it would be good to have more user friendly feedback. The warning needs to clearly tell the user the expected Item_MS04_… contains MS04 but the test ID data says it should be R03 or something like this. For high school the error can be raised and ignored since the item metadata could be any subject.
