It does load, but the problem is is takes forever because the data is very large, and we no longer have the compression operating on the server #1172

If we resolve #1172, this problem will resolve.

One comment about why this si so large in RMI (81M) - the data is aggregated by district, so we have records in 20+ districts as opposed to just 4.
