User friendly way for the creation of new survey year needed

We have some routes to edit / create the census year:
census/init
census/current

- changed status to resolved

repo owner
- changed status to open
re-open to address census rollover aspect
- Log in to comment
Rollover without creating next years fails below. Perhaps we could catch the error and return a simple notification to user that the next year survey record needs to be created or better yet perhaps created on the spot.
