Problem: Currently, results cannot be published until after the event ends.

Situation: Event end times are estimates, based on how many ninjas are likely to run the course. In the unfortunate circumstances that an event ends sooner than anticipated -- for instance, only several ninjas attend -- then the host may wish to publish the results sooner.

Solution: Allow results to be published thirty (30) minutes after the event has started.
