conflicting init files in 2 different packages

The vlconfig2 and vlinit packages both contain conflicting copies of the same files.

This causes a problem and should only be maintained on one package. The suggested package is vlinit.

As of A0.1.1 there have been major cleanup jobs on vlconfig2. We will keep this issue open in case something else arises from it, but as of A0.1.1, all seems to be well.
