Flow Thru with storage ownership and zero reservoir system number

Attached networks demonstrate no storage water delivery to a flow thru demand with a storage contract or storage group contract link. Works as expected if node is a Demand rather than a Flow Thru.

Simply change the system number in attached networks to 0 or 1. I think results should be the same, but they are not.

Bug fix - closes #22, simple fix, code was in the wrong spot. It was wrapped in an if statement so it was not being executed.
